Objective: Plan next steps for forming a special library district, including legal and financial requirements, grant opportunities, and public outreach. Set action items for the coming month.

I. Welcome & Purpose (5 minutes)

  • Welcome and meeting objectives
  • Quick round of introductions (if new attendees)

II. Forming a PAC for Ballot Measure (20 minutes)

  • Discuss when (now?) to form a Political Action Committee (PAC) to put a special district measure on the ballot. Make a date.
  • Prepare explanation for the County Court on why a PAC is required by law
  • Identify who will be officially named as members/formers of the PAC
  • Forming a Political Action Committee (PAC) in Oregon

III. Grant for Technical Assistance (FFF) (15 minutes)

  • Update on technical assistance grant from FFF
  • The Ford Family Foundation (FFF)
  • Clarify that grant funds must go to the library/county, not the PAC
  • Discuss whether any grant funds can be used for ballot measure assistance
  • Assign follow-up to confirm grant usage rules

IV. Private Donations for PAC (10 minutes)

  • Discuss strategy for soliciting private donations to the PAC (since it cannot receive public grants)
  • Identify potential donors and outreach plans

V. Video Production & Public Outreach (10 minutes)

  • Revisit plans for producing informational videos on the library, the ballot measure, and related topics
  • Assign tasks for scriptwriting, filming, and distribution

VI. Special District Tax Details (15 minutes)

  • Discuss how special district tax collection will work
  • Research and report on estimated tax rates and impact on other districts
  • Assign responsibility for gathering this information

VII. Action Plan for the Next Month (10 minutes)

  • Set specific action items and deadlines for all teams
  • Confirm responsibilities and communication plan
