Objective: Organize and assign tasks to move forward with forming a library district, set priorities and deadlines, and designate leads for each assignment.
I. Welcome & Purpose (5 minutes)¶
- Welcome and meeting objectives

II. Creation of Key Tasks for Library District Formation (30 minutes)¶
- Review/Edit/Remove tentative tasks for the ballot measure
- Discuss any additional tasks needed
Tentative List of Tasks¶
- Draft Economic Feasibility Study (including budget spreadsheets)
- Draft sample ballot mesaure for ballot access petition (using feasibility study)
- Coordinate obtaining signatures for ballot access petition
- Coordinate ballot measure canvassing (could be done as part of feasibility study, public forums, QA sessions)
- Coordinate media outreach and messaging
- Formally create the PAC with the state when required
- Administer the PAC (finances and reporting)
- Final ballot measure review
- Liaising with County officials
- Social media management
- Grant writing and fundraising

III. Task Prioritization & Order (15 minutes)¶
- Group tasks by priority and logical order, set deadline
- Special focus on feasibility study and its sub-tasks (including budget spreadsheets)
IV. Assign Leads for Each Task (15 minutes)¶
- Committee discussion to assign a lead person for each major task
- Confirm responsibilities and expectations
V. Feasibility Study (20 minutes)¶
- Review Wallowa County Econonic Feasibility Document
- Review Template and AI generated Draft Feasilibity Document.
- Identify sub-tasks: data gathering, writing, budget spreadsheet creation, legal review, etc.
- Assign leads and set deadlines
